Human Trafficking and Humanitarian Diplomacy
01-03-2015
The Red Cross of Serbia organizes distinctive public awareness raising campaigns throughout Serbia every October since 2011, in order to obtain consideration by decision makers and opinion leaders of the interests of (potential) victims of trafficking.

On this occasion, the Red Cross of Serbia facilitates effective partnerships with relevant government institutions and civil society organizations, as well as interested international organizations. Every year, during the past four years, the Red Cross of Serbia has cooperated with a wide network of partners with regards to the theme of the campaign and needs of the vulnerable, starting with cooperation with shopping malls and shops, schools and orphanages, cultural institutions, through local governments, the Ministry of Interior, the Ministry of Health, IOM, UNHCR, UNODC, as well as the EU delegation in Belgrade.

Every year, the theme of the campaign is chosen in accordance current trends and identified needs of the vulnerable. In 2011 mannequins were chosen as the motif because victims are treated like material belongings, deprived of all human rights and their dignity. They stand in windows and serve to promote sales, bringing the owner more profits, which portrays the situation victims of trafficking find themselves in. This campaign targeted everyone that can come in contact with victims of trafficking in order raise awareness on the issue of human trafficking.

The theme of 2012 was 'Youth and safe travel' that aimed at increasing the level of caution during travel, and was organized at public transport places, bus and train stations. Red Cross of Serbia volunteers awaited a train branded with preventive messages from Zagreb and discussed the issue of human trafficking with passengers, emphasizing preventive measures. Branded buses and trams circulated through major cities in Serbia, disseminating preventive messages.

A joint regional anti trafficking campaign 'Red bell rings for freedom' was organized in cooperation with the IFRC and National Societies in the region in 2013, with the main theme being precautions while job hunting. In 2014, the main focus was put on the better engagement of medical personnel in the primary identification of victims of trafficking, as well as improved referral mechanisms that include all professionals that can come into contact with (potential) victims of trafficking.  Furthermore, with the aim of influencing future decision makers, the Red Cross of Serbia also implemented education programs for Medical students, Law school students and students of Humanities.

These Humanitarian diplomacy actions were compatible with other RCS anti trafficking activities and had a synergetic effect on the development of the anti trafficking program and the provided visibilty and understanding of the role of the Red Cross of Serbia in combating human trafficking.
